Here's a summary:
From around midday, you can see various live performances at the main stage near the Concierge Furano Building. Lots of food is available.
From 3:00 to 5:00 PM, those wanting to join the fun get themselves painted up and learn the dance. Go to the Furatto parking lot across from Shirona Gyoza restaurant.
7:00 to 8:00 PM -- watch the parade. Have fun.
